当時、政府関係者が「首相には大局観がまるでない。反対に、自分が知っている瑣末（さまつ）なことにこだわり、いつも判断を下すのが２日遅れる」と嘆いたのを思いだす。
原口氏が携帯電話で菅氏に連絡し、上原氏に取り次いだところ、こんなやりとりがあった。
菅氏「あなたのリポートには目を通したが、技術的に理解できない。外部冷却装置はどこにつけるのか。私がどこにつけていいのか分からずに決定はできない」
上原氏「そんなことは首相が考えるべきことではないはずだ。技術的に分からずとも、やるやらないの決断はできるでしょう」
すると、菅氏は突然「なにいっ！」と激高して、日本語かどうかも聞き取れない言葉で延々とわめき散らしたという。
「ショックを受け、本当に怖くなった。一国の首相がこんな状態では国は危ないと感じた」
上原氏はこう振り返る。菅氏の意味不明の怒声はその場の議員らにも聞こえ、みんなが身ぶりで電話をやめるよう伝えてきた。
「（民主党は）なんでこんな人を首相にしたのか」
原口氏らをこう叱った上原氏は以後、「菅氏は早く辞めさせなければ」と確信したという。
